The actuator has two functions, firstly it regulates the boost pressure of the turbocharger by opening the wastegate and allowing exhaust gas to bypass the turbine, secondly it allows a method to control the rotational speed of the compressor and turbine wheels, (in some applications this can be as much as 250,000 rpm). If these speeds are not controlled then serious or catastrophic turbocharger damage can occur very quickly.
The stronger the actuator setting the greater the pressure required to open the wastegate, and thus the higher the boost pressure the engine sees. But a word of warning, adjusting the actuator settings may seem like an easy way to increase boost and thus engine power but remember, you are also seriously increasing the speeds of the compressor and turbine wheels. If you alter the settings for the actuator while having no way of measuring the rotational wheel speeds and you exceed their design limits they can ( and do!) explode, this will result in at best a new turbocharger and potentially a new engine or worse. You have been warned!
